Arrest of Chuschi authorities
Military patrol violently detained three authorities and a minor in Chuschi simulating terrorist attack
On March 14, 1991, around 11:00 p.m., an Army patrol of approximately 20 soldiers under the command of Lieutenant Infantry EP Colins Collantes Guerra, together with members of the Chuschi Police Station, arbitrarily detained three district authorities: Manuel Pacotaype Chaupin (Mayor), Martín Cayllahua Galindo (Secretary of the Council) and Marcelo Cabana Tucno (Lieutenant Governor), as well as the minor Isaías Huamán Vilca. The detainees were violently taken from their homes, beaten in front of their families and taken to the police station. The soldiers simulated a subversive attack to cover up the arrests.
