The U.S. Embassy attempts to uncover information about the disappearances in Chuschi and cases of military mistreatment of SUTEP (Sindicato Unitario de Trabajadores en la Educación del Perú) teachers in San Martín, and in particular the alleged abuse committed against teacher Moisés Tenorio Banda. On both matters, it was reported that the Ayacucho political-military chief, General Martínez, declared the military's innocence. Sources consulted in this document have apparently closed the Chuschi case, unless there is a decision by the military to cooperate in the investigation. The cable also suggests that there is little hope that the Tenorio case will be resolved soon.
