Terrorist Violence in Peru, Shining Path, and the International Protection of Human Rights (Second and Final Part)

Sendero Luminoso is on the defensive. It failed in the countryside and concentrated its action in the cities. Finding difficulties in growing, around 1988 it resorted to the abduction of entire communities at times and to forced recruitment of the population. It turned entirely toward terror and was on the verge of destabilizing the Peruvian State and creating an extreme situation in Lima. The situation from July 1992 was truly alarming. Sendero's mistakes finally made themselves felt on the strategic scene, and the trigger for this was the capture of Abimael Guzmán.
