Crime of Terrorism: Analysis and Legislation
The subject we are called to address on this occasion is the crime of terrorism; therefore, we have attempted to develop it comprehensively and generically across its various aspects such as its legal framework, doctrinal analysis of the offense, etc. We will thus begin the analysis of terrorism starting from its denomination, understood as the use of terror and acts of violence to intimidate certain social sectors — an assault that began on May 17, 1980, with the incursion of the terrorist movement Sendero Luminoso into the city of Ayacucho, and subsequently with the emergence of the MRTA, causing the death of more than 25,000 people and considerable property damage over more than 10 years.
