Massacre in Lima prisons marks end of Aprista government's own security policy
The massacre of the prisons left a considerable mark on all the actors in the conflict and brought to Lima images of massacres that had been far away until then. In practical terms, with this massacre and the way it was handled, the Aprista government's attempts to develop its own internal security policy came to an end. This climax marked the end of the social emphasis on the counter-subversive struggle.
