5 Years after the Delivery of the CVR Report. Women: Still Invisible Victims of the Armed Conflict in Peru
"It is becoming increasingly difficult and slower to implement the CVR's recommendations, especially on the issues of prosecution and implementation of institutional reforms. Five years have passed since the Comisión de la Verdad y Reconciliación (CVR) submitted to the Public Ministry information about the torture and sexual violations perpetrated by military personnel stationed at the Army bases of Manta and Vilca (Huancavelica) against 24 women, and although last year the Fiscalía Penal Supraprovincial de Huancavelica formally filed charges of sexual assault against seven former military personnel and two others for complicity, the Poder Judicial has still not decided to open an investigation against them. The Comisión de la Verdad y Reconciliación collected 527 testimonies from women who reported having been raped by security forces during the armed conflict.
