Presentation of Víctor Polay Campo, leader of the MRTA, after being detained by the Policía de Investigaciones del Perú in the city of Huancayo along with Rosa Luz Padilla. The capture of Víctor Polay Campos, secretary general of the MRTA, on February 3, 1989 in the city of Huancayo caused serious problems in the leadership of the subversive group. These worsened when on April 16 of that same year, Miguel Rincón Rincón, another of the principal leaders, was detained in Lima and imprisoned, like most of the emerretistas, in the Miguel Castro Castro prison. By 1994 the MRTA leadership was severely weakened as several of the top commanders were imprisoned. Under those circumstances, Néstor Cerpa Cartolini assumed command.
