Prison massacre marks start of nationwide rollout of violence
The massacre in the prisons marked the beginning of the stage of national deployment of violence. This event was a culminating point that considerably marked all the actors in the conflict and brought to Lima images of massacres that had been far away until then. In practical terms, with this massacre and the way it was handled, the Aprista government's attempts to develop its own internal security policy came to an end.
