Former Lieutenant Reconstructs the Detention and Disappearance of Four People
In March 1991, the mayor, the deputy governor, and two other people in the district of Chuschi were taken to the Pampa Cangallo military base. Seven officers are blamed. The head of the military patrol that arrested the victims, Collins Collantes Guerra, a witness to the events, pointed to the cell—which operated in the bathroom—where precisely the four people were held, subjected to brutal interrogations. Collantes was sentenced to 14 years and, after serving 7 and a half years, was released on parole and now cooperates with justice as a witness. He also reconstructed in detail the manner and circumstances in which the victims were detained and taken to the Pampa Cangallo military base. He said that with a list of ten people he arrived in Chuschi and, with the support of officers from the police station, detained the four individuals. They were then transported by vehicle to the Huaccanccasa area, and from there walked on foot about five kilometers until reaching the Pampa Cangallo military outpost.
