In a Country Without Political Parties: The Urgency of a Historical Memory

The 20th anniversary of the capture of Abimael Guzmán by the Grupo Especial de Inteligencia (GEIN) of the Policía Nacional del Perú lands like a slap in the face for political parties. Indeed, for the entire State and all of society; but first and foremost for them, who keep losing ground to MOVADEF every time young people cling to its discourse, and who keep delaying the development of a public policy that promotes collective memory of the years of violence and respect for human rights.
