The Verdict in the Barrios Altos Case: The New Instrument of Impunity

Last Friday the Sala Penal Permanente of the Corte Suprema de Justicia made public the ruling in the Barrios Altos case, following a television interview with the president of that chamber. In concrete terms, the ruling constitutes an act of impunity, because its evident aim is to improperly benefit the convicted — and also Alberto Fujimori — for that horrific crime. To support our assertion, we believe it is essential to identify the most notable aspects of illegality contained in the resolution signed unanimously by magistrates Villa Stein, Pariona Pastrana, Salas Arenas, Morales Parragués, and Miranda Molina.
