LESSONS LEARNED FROM THE REPEAL OF DECREE 1097
The swift repeal of Legislative Decree 1097, which granted immunity to members of the State forces who committed horrific crimes during the suppression of the Sendero Luminoso and MRTA terrorist movements, leaves us with several lessons.
