In 1995, Congress passed a law amnesting the military, exonerating them of the multiple human rights violations committed during the internal war. This fact, together with the administrative intervention of the UNE, opened a new period in the process of violence in the university that led to an institutionalized silence. This law prevented the investigation and punishment of cases such as the La Cantuta massacre.
