The Lieutenants' War
Why were there massacres of defenseless people perpetrated by security forces during the internal war? Some veterans argue that it was a war of lieutenants and captains. Many young officers identified deeply with the population they were tasked with defending and became community leaders in times of war. In others, however, power, cultural distance, suspicion, fear, and sometimes corruption turned them into lethal and unpredictable tyrants.
