The Innocent Who Are Wanted. Report
From the review of case files of individuals currently listed as wanted for the crime of terrorism (104 people) who allege innocence and are represented by the IDL, the following conclusions can be drawn. In general terms, the wanted individuals who claim innocence are farmers; most are adults whose age ranged between 18 and 30 at the time of their capture, and their place of origin is predominantly in the departments of Ayacucho, Junín, and Huancavelica. Almost 80% of the proceedings took place between 1985 and 1989. The charges attributed are diverse, with the most frequent being alleged participation in incursions, looting, robbery, and arson against villages. Nearly all are associated with Sendero Luminoso. The imputations and self-incriminations were made without the presence of a defense attorney. The declarants, without exception and in their entirety, alleged before the judge that they had been subjected to torture for the purpose of admitting and imputing responsibilities. The initial (and irregular) accusations were withdrawn at the judicial stage. (Excerpt from the presentation).
