The Challenge of Truth and Justice, 1980-2000
The work is divided into six parts. The first, titled "Democracy and Human Rights," addresses the subject of the return to democracy and the internal armed conflict, subversion, and militarization. The second part, titled "Twenty Years of Political Violence," provides a brief but significant look at the governments of Presidents Fernando Belaúnde (1980–1985), Alan García (1985–1990), and Alberto Fujimori (1990–2000). The next part addresses "Consequences and Aftermath of Political Violence," explaining the right to truth, impunity, and also justice, reparation, and non-repetition. The fourth part is titled "Comisión de la Verdad y Reconciliación," and contains the following sub-topics: What is it for? What will it do? Who comprises it? What will it investigate? Nullity of amnesty laws, and What to do upon discovering mass graves? The fifth part is called "A Chronology Not to Forget," providing an account of the actions and massacres that received the most media coverage during the aforementioned governments. The final part corresponds to appendices and contains statistical tables and the directory of institutions supporting the Comisión de la Verdad y Reconciliación.
