With the capture of Abimael Guzmán and part of the Shining Path leadership, as well as important leaders and cadres of the "MRTA," the problem of subversion in the country has not ended; it is a strategic and tactical error to want to counter an unlimited war with a limited war. The problem of terrorism in our country remains latent and must not be glossed over with "triumphalist" attitudes, forgetting that strategy is the art of directing and, above all, of calculation — facts must be weighed, thought through deeply, and the end coordinated with the means, taking into account the conditions in order to derive the greatest advantage.
