Report on the Human Rights Situation in Peru in 1996
The report is divided into seven parts. The first presents general observations about innocent persons in prison and about the inhumane conditions in prisons. The second part deals with the State and human rights violations, covering topics such as the amnesty law, anti-terrorism legislation, detentions, disappearances and extrajudicial executions, and inhumane treatment in prisons. The third chapter addresses the actions of subversive groups, focusing mainly on Sendero Luminoso and the Movimiento Revolucionario Túpac Amaru. The fourth chapter covers the legacy of political violence: States of Emergency, displaced persons, public safety, and drug trafficking. The fifth part deals with the state of democracy in Peru and its repercussions for human rights. The sixth addresses the international sphere, including the concerns of international non-governmental organizations and pending ratification of conventions. The final section presents conclusions and recommendations.
