Report on the Human Rights Situation in Peru in 1995
The report is divided into seven sections. The first offers general observations about innocent persons in prison and about how political violence diminished in 1995. The second part deals with the State and human rights violations, covering topics such as the amnesty law — considered a consecration of impunity — anti-terrorism legislation, detentions, disappearances and extrajudicial executions, and inhumane treatment in prisons. The third chapter addresses the weakness of democracy and institutional problems, including a look at the administration of justice, the constitutional tribunal, and public safety. The fourth section of the report covers the actions of subversive groups, focusing mainly on Sendero Luminoso and the Movimiento Revolucionario Túpac Amaru. Chapter five deals with the victims of violence — the displaced and the children and adolescents affected by political violence. The sixth section addresses the conflict with Ecuador and allegations of mistreatment and torture. The final section presents conclusions and recommendations.
