MRTA members lay down their arms and surrender

Members of the MRTA lay down their arms and surrender at the Alto Huallaga Counter-Subversive Base, San Martín. As part of the new anti-subversive policy promoted by Alberto Fujimori, Vladimiro Montesinos, and the Armed Forces, Law 25499—the "Repentance Law"—was enacted, by which subversives who provided information and informed on others were rewarded with reduced sentences or even full exemption from punishment. Thousands of peasants submitted to the terms of that law, particularly in the jungle region. However, while it yielded valuable intelligence in some cases, the law also led to the imprisonment of hundreds of innocent people who were convicted to severe sentences solely on the basis of a statement from an alleged repentant.
