Villa El Salvador residents in Lima point out an alleged Shining Path member

Residents of Villa El Salvador, in Lima, point out an alleged member of Sendero Luminoso during a civic action organized by the Army in 1992. Starting in 1989, the Armed Forces and Police restructured the counter-subversive effort on the basis of a more effective strategy than previous ones. Psychosocial operations and, above all, intelligence operations, became the centerpiece of the new design. It was in these non-strictly military domains of the internal war that the most significant advances were made in the fight against Sendero Luminoso and the MRTA, both in winning the support of the population and in neutralizing the operational capacity of the subversives.
