MRTA leaders Víctor Polay Campos and Peter Cárdenas Schulte at the Base Naval del Callao. According to an article published in the magazine Caretas, the Servicio de Inteligencia Nacional attempted to persuade both of them, in mid-1994, to sign a "surrender" letter similar to the one presented by Abimael Guzmán and the rest of the Sendero Luminoso leadership. Polay, Cárdenas, and also Lucero Cumpa refused.
