Approval of the General Amnesty Law in Peru
In a controversial move, the Peruvian Congress approved the General Amnesty Law (Law 26479) on June 14, 1995. This law granted amnesty to individuals convicted of human rights violations during the fight against terrorism, as well as those involved in the attempted coup of November 13, 1992. The approval came amid tensions following the indictment of military officials for the Barrios Altos massacre, highlighting issues of impunity and control over democratic institutions.
El Congreso aprueba, con 47 votos a favor y 11 en contra, el proyecto de Ley de Amnistía General (26479) que beneficiará a los sentenciados por hechos delictuosos durante la lucha contra el terrorismo y el intento de golpe del 13 de noviembre de 1992. La ley incluye también los actos de infidencia y ultraje a la nación y las FFAA en el conflicto fronterizo. El mismo día, el presidente Alberto Fujimori refrendó la ley. La Ley de Amnistía no hace distinción de responsabilidades y coloca en similar condición a asesinos de casos como La Cantuta o Barrios Altos y a militares de alto rango.
