State of Emergency Declared in Junín and Oxapampa
In October 1988, the entire department of Junín and the province of Oxapampa in Pasco, Peru, were declared in a state of emergency due to the activities of the Shining Path (PCP-SL). The group had established numerous People's Committees in the Ene Valley, expanding their influence to various districts and setting up strategic checkpoints. Their presence was particularly strong in the province of Satipo, where they recruited members from Native Communities, including the Asháninka, sometimes forcibly.
En octubre de 1988, todo el departamento de Junín y la provincia de Oxapampa fueron declarados en estado de emergencia como respuesta a la creciente presencia del PCP-SL en la Selva Central. El grupo terrorista había organizado numerosos Comités Populares en el valle del Ene y expandía su presencia a los distritos de Río Tambo, Pangoa y Mazamari, instalando registros en puntos estratégicos del tráfico fluvial como Puerto Ocopa. Aunque inicialmente la presencia del PCP-SL se asociaba con población colona, posteriormente se fortaleció en algunas Comunidades Nativas ashaninkas, donde enrolaba población a veces de manera compulsiva.
