Capture of Intelligence Agents in Raucana
On 21 August 1991, following a violent mobilization by the residents of Raucana to prevent a judicial eviction order, local leaders captured three intelligence agents infiltrated in the area. The agents, Captain PNP César Basauri García, Captain EP Luis Vílchez Vera, and Sub-officer EP Richard Carles Talledo, were held for two days before being presented to the press. This event highlighted the tensions between the local population and government forces, as well as the broader conflict involving the presence of Sendero Luminoso in the region.
Semanas después de una movilización violenta de los pobladores de Raucana para evitar un desalojo judicial, los dirigentes localizaron y capturaron a tres agentes de inteligencia infiltrados en el poblado: el capitán PNP César Basauri García, el capitán EP Luis Vílchez Vera y el suboficial EP Richard Carles Talledo. Los retuvieron durante dos días y posteriormente fueron presentados a la prensa, generando cobertura mediática que retrataba a los pobladores como víctimas indefensas frente a los agentes infiltrados.
