Denial of detentions at Huancapi Military Base
Chief of Military Base denied having detainees and gave false version about terrorist raid
On April 24, 1991, the Provincial Prosecutor of Cangallo, Guillermo García Zamora, together with authorities from Fajardo, entered the Huancapi Military Base to check if the seven detained persons were there. They were received by the Chief of the base, Artillery Lieutenant EP Julio Cumpa Arisnavarreta, who had returned the day before. The detainees could not be located during the process. Sub Lieutenant Chavez gave an implausible version attributing the disappearance to Shining Path, but according to DIRCOTE there was no terrorist incursion that day in Ayacucho.
