The Justice System, Ten Years Later
The period of political violence and the fight against terrorism left very deep wounds in Peruvian society. The violence affected everyone, including the actors of the justice system, who were called upon to defend — despite their weaknesses — Peru's precarious rule of law. The Comisión de la Verdad y Reconciliación (CVR) is very critical of the role played by this system during the years of the internal armed conflict, in the period it was tasked with investigating (1980–2000). Its judgment on justice is harsh, but accurate.
