The Truth and Reconciliation Commission in Peru

After the fall of the dictatorial government of Fujimori, Valentín Paniagua, president of the transitional government, approved the establishment of the Comisión de la Verdad, entrusting it with the task of investigating acts of human rights violations that occurred in the period 1980–2000. Although this mandate referred particularly to the investigation of events produced in the "internal war" that pitted the armed and police forces against the subversive groups Sendero Luminoso and the Movimiento Túpac Amaru, its results brought to light situations of human rights violations that served as a breeding ground for the violence that resulted in more than 69,000 dead or disappeared.
