The Truth and Impunity in the Accomarca Case – Peru

Between 1980 and 2000, Peru experienced an episode of political violence, an unprecedented internal armed conflict, which left a painful toll of murders, kidnappings, forced disappearances, torture, unjust detentions, serious crimes, and human rights violations. It was the bloodiest and most prolonged episode of internal violence in the entire history of the Republic; this conflict was unleashed by armed insurgent groups (Sendero Luminoso and the Movimiento Revolucionario Túpac Amaru MRTA) and the state, which laid bare various divisions and gaps of every kind, gaps that harbored profound pain in society. Various actions, omissions, and violations of the fundamental rights of the human person were carried out; factors that triggered a moral and political crisis with serious consequences, which the country needs to repair, requiring the effective punishment of those responsible for the violations. The political violence pitted Peruvians against each other who in one way or another were participants in this scenario of violence, some more than others; depending on the degree of vulnerability and defenselessness inherent in economic and social conditions, which originated in insurmountable gaps, ultimately destroying the social fabric, the material productive base, family organization, and public infrastructure, thus causing the loss of access to state services, public institutions, and the mental health of almost all Peruvians.
