Will We Ever Reach the Victims?
A detailed assessment of the issue of reparations for victims of violence: from the proposals gathered in the Comprehensive Reparations Plan drawn up by the CVR, to the responses that the State gave and continues to give on the subject. Regarding the latter, the author highlights the risk of conflating reparation with development and of failing to articulate a national reparations policy.
