LEGISLATIVE DECREE 1097: A COVERT AMNESTY, AN INFAMY
Following the promulgation by the Government of Legislative Decree 1097, the Rights Advocacy Team of IPRODES calls on all democratic forces in the country and the international community to condemn this political maneuver and not limit themselves to declarative actions alone. Legislative Decree No. 1097 establishes that the rule of imprescriptibility for crimes against humanity and serious human rights violations only applies to acts committed since November 2003.
