President García Says the Crisis Is Over

Political counselor Felder made his farewell visit to President García late on the night of June 30. During the meeting, García only wanted to talk about the internal political crisis which, according to him, had ended. He started it, and therefore he could end it. García said he had examined the handling of the El Frontón mutiny and that the Navy was "completely clean." Regarding Lurigancho, the Republican Guard (GR) was responsible for the excesses, and General Rabanal — whom he said would have to bear the consequences if found guilty — and that the prison crisis would have the long-term positive effect of diminishing Sendero Luminoso's capabilities, and that it could even eradicate terrorism; the Peruvian people would have to "learn to live with a high level of violence."
