The rejection and subsequent acceptance by the Peruvian Government of the German donation for the construction of a museum that would house the history of the events that occurred during the internal war sparked an open debate about memory, reconciliation, and, once again, the value of the Final Report of the Truth and Reconciliation Commission (CVR).
