Is Shining Path Coming Back?
In recent months the problem of subversion has again occupied center stage in the media. The reason: the explosions of two car bombs in Lima during the national holidays—the first in front of the barracks of the 22nd Comandancia of the PNP, and the second at the residence of a Peruvian Army general commanding the Huallaga front. These actions have led some to claim that they represent the desperate last gasps of that subversive organization. But are we perhaps witnessing the exhaustion of a pacification scheme?
