Translation of the article titled "Free Choice or Poverty Alleviation? Popular Politics in Peru under Alberto Fujimori," which is also in our press archive. This work sets out to examine how it was possible for a neo-Malthusian incentive policy to be applied in the second half of the 1990s, following the agreements reached at the Cairo Conference on Population and Development (1994) and the Beijing Conference on Women (1995) regarding sexual and reproductive rights.
