Neither Willing nor Able
The overwhelmingly majority rejection of the Amnesty Law has not moved the government, which put it into effect immediately. Several news outlets have spoken of the "pressure" that Nicolás Hermoza allegedly exerted on Alberto Fujimori to secure the law's approval and promulgation. That, reportedly, was Hermoza's condition for stepping back from the Army High Command. However, there is another interpretation of the law's purpose and of the power relationship between the re-elected President and the military leadership. Published June 30, 1995.
