Change of Guard. Failed Negotiations and the New Promotions
In mid-1994, the Intelligence Service attempted to persuade the MRTA leaders detained at the Callao Naval Base — Víctor Polay, Peter Cárdenas Schulte, and Lucero Cumpa — to sign a surrender letter similar to the one signed by Abimael Guzmán and the Senderista leadership. The Emerretistas refused. Shortly afterward, in June 1994, relatives filed a Habeas Corpus petition in the First Criminal Chamber of Callao against the Commander General of the Naval Zones, the Commander General of the Navy, and the presidential adviser and SIN strongman Vladimiro Montesinos Torres.
