The Belaúnde Government Was Too Slow to React to Shining Path
Surrounded by an imposing security deployment, President Fernando Belaúnde Terry and his government presided over the traditional flag-honoring ceremony in Lima on Tuesday, marking the anniversary of the Battle of Arica, which was lost to Chile. The Plaza de Bolognesi and surrounding streets were closed to the public, who for the first time were unable to join the commemoration, which on this occasion was meant to take on a strictly military character. Police sharpshooters and members of the Guardia Republicana kept watch over the event from the rooftops and domes of nearby churches.
