Violence in Peru. 1989 Report
In May 1988 the Senate of the Republic appointed a special multiparty commission charged with analyzing the causes of violence in Peru and proposing pacification alternatives. The result of that work was the report "Violencia y Pacificación" which the Senate approved unanimously in October 1988, including 18 recommendations for a policy that would unite the entire Peruvian people and its institutions in an active commitment to peace and justice. At the same time, the Senate agreed that the special commission would continue its studies, with the aim of continuing to provide elements of judgment that would serve for a better understanding of the problems caused by terrorism and other manifestations of violence affecting the country. This report responds to that purpose, with priority given to statistical compilation, its systematization, and what the figures reveal in terms of analysis of this complex and painful problem.
