Report of the Investigative Commission on the Events That Occurred in the Town of Cayara-Ayacucho

Regarding the structure of the report that the Commission has wished to present, it first sets out a frame of reference highlighting the main aspects of the subversive phenomenon that afflicts Peru, a phenomenon that has served to create the backdrop for the distressing events under investigation. For this reason, the first chapter contains some considerations about the subversive process itself, as background, highlighting the strategies developed by Sendero Luminoso and the Movimiento Revolucionario Túpac Amaru (MRTA) and concluding with the impact of the subversive phenomenon on the country. The second chapter reconstructs events both in the town of Erusco, the scene of a bloody terrorist ambush on an army patrol, and those that subsequently unfolded in the neighboring district of Cayara. The third chapter deals with the official investigation carried out by the competent authority, in this case the Ministerio Público, and includes that improperly conducted by the Special Senior Prosecutor Carlos Escobar Pineda and the supplementary investigation carried out by the Provincial Prosecutor of Cangallo, Jesús Granda.
