Tolerance in the Face of Abuses. Human Rights Violations in Peru
Since 1984, Americas Watch has followed the human rights situation in Peru with growing concern and has periodically published reports on the subject. All reports since 1985 have been published in English and in Spanish, with the invaluable collaboration of the Comisión Andina de Juristas for the Spanish versions. This report is the product, in large part, of a new mission to Peru carried out in July 1988, which included Juan E. Méndez, Director of the Washington Office of Americas Watch, and Sonia Goldemberg, consultant. On that occasion, the Americas Watch researchers received broad cooperation from Peruvian authorities, with the exception of the political-military government of Ayacucho, which expelled Juan E. Méndez from the so-called "emergency zone", as described more fully elsewhere in this report. Americas Watch met in Lima with Prime Minister Armando Villanueva, with Minister of Justice Camilo Carrillo, with Minister of the Interior Admiral Javier Soria, and with Minister of Foreign Affairs Luis Gonzáles Posada.
