According to the conception of the terrorist leader of the PSP-SL, Abimael Guzmán, alias "comrade Gonzalo", his Strategic Development Plan is based fundamentally on axes, sub-axes, lines of direction and development upon which the People's War must be developed with a view to the conquest of power. This strategic development plan is aimed at giving greater expansion to the Terrorist Organization in its People's War operations; "Comrade Gonzalo", before being captured by the National Police (DINCOTE) on September 12, 1992, following his last party session, was projecting a restructuring of his latest Strategic Development Plan, according to the points we will analyze below.
