Pacification. International Seminar 'Political Violence in Peru. Analysis and Perspectives'

The following text is the written version of a paper to be presented at the International Seminar "Political Violence in Peru, Analysis and Perspectives" (Lima, July 1993). Specifically as a contribution to the final panel of the event: "Pacification Strategies", where it will be preceded by a keynote presentation by the Minister of Justice on the evaluation of what the government proposes and is doing to address the problem. Its central purpose will therefore be to offer a critical analysis of this and, to the extent that — without failing to recognize important successes — we hold a generally critical view, to propose elements for a different and alternative conception of how to confront this problem. The reflections offered here, while the exclusive responsibility of the undersigned, are fully situated within the framework of reflection and proposals that for several years we have been collectively developing at the Instituto de Defensa Legal.
