Enforced Disappearance and Victims' Rights. The Humanitarian Response to the Demands for Truth, Justice and Reparation in Peru

This is a publication by IDEHPUCP with the support of the Fundación Konrad Adenauer, whose purpose is to confirm the persistence of impunity in Peru and, therefore, the denial of the rule of law in Peruvian society, as a result of the aftermath of the internal armed conflict — in this case, regarding the disappeared. The text explains the reasons why Peru still does not have an adequate response in this regard that would vindicate, as should occur in a democratic State, the victims who still suffer the abuse of power and force without experiencing the satisfaction of a truth and a justice that would at least partially redress the 16,000 Peruvian men and women who disappeared.
