On July 14, 1999, officers of the Policía Nacional captured Óscar Ramírez Durand, known as "Feliciano," in the province of Jauja, department of Junín. Five days later he was presented to the press. Since the start of its armed actions, "Feliciano" had been one of the principal military commanders of Sendero Luminoso.
