Nine police officers kidnapped in Rioja by an MRTA column following a confrontation on May 10, 1991. Police reinforcements never arrived because the MRTA members had blocked the Marginal highway. The MRTA's condition for releasing the officers was to be recognized under the Geneva Convention. They sought to demonstrate their opposition to the anti-drug agreement signed with the USA.
