Pedro Huilca is detained by the National Police
Pedro Huilca is detained by the Policía Nacional at one of the countless demonstrations in which he participated. On December 18, 1992, a group of unidentified individuals murdered him. The secretary general of the Confederación General de Trabajadores del Perú (CGTP) had opposed the labor legislation drawn up by the government of President Alberto Fujimori and was one of the most active opponents of the regime following the self-coup of April 1992. He was also one of the principal adversaries of Sendero Luminoso, an organization that constantly sought to infiltrate the Peruvian labor movement. From a very early age, Huilca was actively involved in the Peruvian labor movement, serving as a grassroots leader of his union from the age of 19. During the late 1980s and early 1990s, he served as secretary general of the Federación Nacional de Trabajadores de Construcción Civil, and was later elected secretary general of the CGTP, the country's main union confederation. Different accounts exist as to who carried out his murder; some point to the Grupo Colina and others to Sendero Luminoso. A congressional commission is currently investigating the case.
