Damage caused by a cart bomb that exploded on October 30, 1993 on the fourth block of jirón Azángaro, in downtown Lima, where the offices of the Ministerio de Relaciones Exteriores were located. That same day, a video was released in which the leadership of Sendero Luminoso asked the President of the Republic to begin talks toward a peace agreement.
