Funeral procession of union leader Pedro Huilca. On December 18, 1992, a group of unidentified individuals murdered Pedro Huilca Tecse, secretary-general of the Confederación General de Trabajadores del Perú (CGTP). The union leader had confronted the labor legislation enacted by President Alberto Fujimori's government and was one of the most active opponents of the regime following the self-coup of April 1992. He was also one of the principal adversaries of Sendero Luminoso, an organization that constantly sought to infiltrate the Peruvian labor movement. From a very early age, Huilca became actively involved in the Peruvian labor movement, serving as a grassroots leader of his union from the age of 19. During the 1980s and early 1990s he served as secretary-general of the Federación Nacional de Trabajadores de Construcción Civil, and was later elected secretary-general of the CGTP, the country's main labor confederation. There are differing accounts regarding the authorship of his murder; some point to the Colina group and others to the PCP-SL. A congressional commission is currently investigating the case.
