Alleged members of Sendero Luminoso, for whom 190 years of imprisonment were demanded. In the early years of the violence, the counter-subversive strategy was indiscriminate and massive, causing an enormous toll of civilian victims, while from the late 1980s it became more selective. One of the common ways to instill fear among the population was through the indiscriminate accusation of "terrorist," against which State agents did not always verify the information provided. Thus, due to false accusations, hundreds of innocent civilians were unjustly detained, tortured, and imprisoned in maximum-security prisons without due process. In response to this situation, in 1996, under the leadership of Hubert Lanssier, the Ad-Hoc Commission was created to review the cases of those innocently accused of terrorism.
